Comisaría De Familia - Colombia

Questions:
1. Who is the Comisaria de Familiar (Family Commission)?
2. Is the Comisaria de Familiar part of the extortion scheme?
The scheme starts when the wife provokes the husband into defending himself. His only choice is to restrain his wife or strike back.

The wife then claims domestic violence by the husband and gets him arrested.

Once incarcerated the Comisaria de Familiar or Family Commission recommends prison or freedom, solely based on the wife's false testimony. The penalty is 6 to 14 years in Colombia prison.

If the husband wants to go free he has to pay extortion money to the wife.

Who else does the wife pay as being part of the extortion scheme?
